Home and Community Care (HACC)

The main funding for our Out and About Community Transport Service comes from the Home and Community Care (HACC) program, a joint Victorian/Australian Government program administered by the Victorian Government through the Department of Health.

The manual describes the aims of the HACC program in the following terms.
  • Provide a comprehensive, coordinated and integrated range of basic maintenance and support services for frail aged people, people with a disability and their carers.
  • Support these people to be more independent at home and in the community, thereby enhancing their quality of life and/or preventing inappropriate admission to long term residential care.
  • Provide flexible, timely services that respond to the needs of consumers.

The details of local government’s community transport services are not always easy to find on their websites. We suggest you try using ‘community transport’ or ‘aged disability community transport’ in the search boxes of their sites.

 

Australian Red Cross provides a Patient Transport service for people who are isolated and have limited transport options to attend essential medical appointments. It is run from 22 locations throughout Victoria and includes coverage of the northern region. The peak body for community transport in Victoria is the Victorian Community Transport Association (VCTA), www.vcta.org.au. At LINK Community Transport, we are active members and supporters of the VCTA. The Institute of Transport Studies at Monash University, http://civil.eng.monash.edu.au/its aims to progress transport knowledge and practice to contribute to the prosperity and sustainability of industry and the wider community.

 

The Victorian Government’s Department of Transport, www.transport.vic.gov.au includes links to a range of information about transport services and policy, including public transport timetable information through Metlink, www.metlinkmelbourne.com.au and the Multi Purpose Taxi Program, a subsidy scheme designed to make it easier for Victorians with a severe and permanent disability to afford taxis.

 

Thinking Transport, www.thinkingtransport.org.au provides an opportunity for local governments to share their documentation on a wide range of local government transport initiatives, from long-term strategies to one-off events. It also provides quick access to a database of Victorian Government programs and projects that support local governments in their efforts to provide better mobility for their communities. The Metropolitan Transport Forum, www.mtf.org.au is an advocacy group comprising members from Melbourne metropolitan local government, associate members representing transport companies, and participants from the State Government and environment groups. The MTF endeavours to promote effective, efficient and equitable transport in metropolitan Melbourne by providing a forum for debate, research and policy development, and by disseminating information to improve transport choices.

 

Transport Research Knowledge Centre, www.transport-research.info is a European based web portal designed to make transport research results and best practices from the European Research Area more accessible.

 

The USA based Transit Cooperative Research Program, www.tcrponline.org provides a range of transport information to assist service providers, consultants or suppliers.

 

GreenRide software, www.greenride.com is designed for developing successful alternative transportation programs such as carpooling, vanpooling, bike-to-work and park-and-ride. O'Brien Traffic, www.obrientraffic.com currently act as agents for GreenRide car pooling software in Australia. GreenRide has been used in the USA for many years and also in New Zealand in recent years.
